bear in mind that the requirements for PSOBB are:
Operating System: Windows 98SE / Me / 2000 / XP [XP recommended]
Processor: Pentium III,
700 MHz [Pentinum 4, 1.4GHz or above recommended]
Graphics Card: Direct3D compatible, 3D graphics board, minimum 32 MB VRAM
Supported Cards: NVIDIA:GeForce 3/3Ti200/3Ti500, 4Ti4200,FX5200/5600/5900
ATI: RADEON 8500/8500LE/9600PRO/9800PRO
Sound Card: DirectSound compatible
DirectX: DirectX 9.0b or above
Internet Connection Speed: 256kbps

Almost any video card (including basic laptop video cards will meet this requirement). However PSOBB doesn't support multi threaded cpu or multi core cpus. so it will only use 1 core single thread (which is why it can perform badly on modern systems). but I doubt anyone has a cpu lower than 700MHz.

What also worth noting is the PSOBB doesn't sweat most systems so the system wont throttle up the CPU mhz if your power scheme is set to throttle the cpu you may find PSOBB will run slower than expected. So I would suggest changing your power scheme to "performance" to rule this out.

I finally installed Windows XP with some basic drivers.

I'll have to check Device Manager for more missing drivers later, but my current setup isn't as bad as it was yesterday when it had just one pinging sound and low resolution settings.

In response, to fulfilling the minimum system requirements, I believe I have the bare minimum requirements met or exceeded well.

Is there anything else I can do to make PSO run smoothly actually? It appears that I can skip one frame just like I used to do before my PC froze on the previous installation of Windows XP.

It looks like I spent over a month wasting time and nuking my old PC with new operating system fixes; all I needed to do was set the fog to emulation fog. Well, I did have problems with it freezing on Windows XP before slapping Windows 7 over that mess, but I decided to go back to XP for the sake of simplicity.

Now I can fight Olga Flow and other bosses in record time because PSO runs faster than ever.
