hi i want to ask something, why when i loggin to psobb the server always full?

The server isn't actually full, it's caused by either too many people logging in at the same time or a slow internet connection at your end.

Control Panel/Windows Firewall/Exceptions/Add Program

Or something similar to that. Same with AV since that's possibly limiting access.
Failing that..

Forward ports 11000, 11001 and 12000 - 12040 inclusive, and TCP, not UDP.
Althooooough, if you router has an option for TCP and UDP go for that~

Do this.

System and Security > Windows Firewall > Allow a program through Windows Firewall > Allow another program > PSOBB.exe > Add

Easiest way to get to port forwarding would be from "Network" on your start menu and double clicking the icon labeled something close (I imagine) to your router or network name (if you set one different to default) and if not.. well.. it'd probably have the manufacturers name in it somewhere. Anyway you'll know you got the right one when it opens up a browser window. Find port forwarding there, it's more often than not, under advanced settings of some description on most routers.

Forgot to mention you'll have boxes for port triggers when forwarding, they are the following, in format;

Port number or range:Trigger

11000:11001
11100:11101
12000:12010

If that does nothing, I have no idea at all. Never had to forward ports myself or tell anyone else to for PSO. x_X

Perhaps your ISP may just be hating.
