Despite beating both the Dragon and De Rol Le while offline (and on the same difficulty) I still have not unlocked the third tier of quests. Is this normal? Are we not able to convert enemy parts on this server?

You must do government quests from Momoka in the office in multi mode to unlock more single player quests.

Must be a blue burst change i completely forgot about. No wonder i couldnt get this result in google. Schthack spoiled... Until it did the opposite...
