How do I make the Dual Bird?

 How do I make the Dual Bird? I have the Master Raven & Last Swan. I equipped the LS with a female and the "Use" option isn't there. Same problem with a male and the MR. Are these weapons fused in a different way?

Re: How do I make the Dual Bird? There's an ATA.. or level requirement, like almost all combining, as well as full grind.
I don't remember the level or ATA necessary though, someone else would need to clarify that, sorry. D;
