Both links work for me. If you're unable to access them, then there's something on your side that's preventing you from being able to download it, more than likely.

it is a rar file. do i need a certain thing to help dl it? i just regularly downloading it through chrome

...you can download any type of file without help of external tools, I mean seriously, it's the same as downloading anything else...

Rar is just a generic, compressed container (read: zipped folder) which is often used to compress data which will be downloaded, so that the download is faster and takes up less bandwidth.

If you don't have any tools that are able to open RAR's, I recommend getting 7-Zip... click this thing to go to its website...
